I don't think the Federal Reserve will be printing special money for New York City in the near future; however, Mandani may have some options in order to keep his promises. He can probably ask Christine Lagarde for a loan, or perhaps the World Bank, or the IMF. He can also persuade citizens to do volunteer work, similarly to how the Cuban government has done in many previous instances. Although, these days many people don't want to work even when they get paid.
Anyhow to close, good luck at him getting any federal assistance. At this stage in the game, all should know that every socialist (communism) experiment ever tried on planet Earth has failed. Unfortunately, knowledge of history in our current age is NOT very widespread.
